Tom Homan says a new federal worksite enforcement plan has cleared Homeland Security Investigations and could soon move toward implementation, with the proposal targeting fraudulent identification, stolen Social Security numbers and employers who knowingly hire workers in the country illegally.
Homan said he recently reviewed a draft of the plan after specifically requesting that HSI develop a new approach to worksite enforcement.
"I know the worksite enforcement plan just cleared last week out of HSI because I asked for the the plan."
According to Homan, the official brought in to develop the initiative has built an enforcement strategy that goes beyond simply locating unauthorized workers at job sites.

"I think the the gentleman I brought in did a tremendous job."
Homan said the effort is being developed through a specialized lab that is examining several different areas of workplace immigration enforcement. One of the major priorities, he said, will be prosecuting people who allegedly use fraudulent identification documents or stolen Social Security numbers to obtain employment.
"His lab is focusing on not just worksite enforcement, but those who use fraudulent IDs and steal your social security number will prosecute them."
The plan would also put greater scrutiny on employers, according to Homan. Rather than making enforcement solely about workers who are in the country illegally, he said federal authorities intend to pursue businesses that knowingly employ them.
"And and for employers that knowingly hire illegal aliens, it's not not about arresting aliens. It's about holding employers accountable so they don't keep employing legal aliens."
Homan’s comments indicate that the proposed strategy is intended to attack illegal employment from multiple directions. Workers accused of identity-related crimes could face prosecution, while employers found to have knowingly hired unauthorized workers could face their own consequences.
He said he expects the proposal to move quickly through the approval process.
"So I think we'll move quickly on that."
Homan said he reviewed the HSI draft during the previous week and expects the secretary to receive it in the near future.
"I just saw the draft from HSI last week, so I think the secretary probably see it this week or next week."
He made clear that he supports increasing enforcement activity at workplaces and views the policy as an important part of the broader immigration strategy.
"And I'm all for it. Works law enforcement needs to happen."
Homan argued that enforcement against illegal employment should also serve as a deterrent to people considering coming to the United States unlawfully. His position is that employment opportunities act as an incentive for illegal immigration, and reducing access to those jobs could reduce that incentive.
"We need to send a message to the whole world."
He then described what he believes that message should be.
"It's illegal to knowingly hire illegal animals to work, and it's if you can't get a job, you're not going to come."
BREAKING: Tom Homan announces a major plan has cleared HSI and is now moving up the chain to not only MAKE ARRESTS at worksites but hold the EMPLOYERS ACCOUNTABLE for hiring illegals instead of Americans
LONG OVERDUE! "Worksite enforcement plan just cleared last week out of HSI...not JUST enforcement but those who use fraudulent IDs, and for employers knowingly hiring illegal aliens! It's about holding EMPLOYERS accountable so they don't keep employing illegal aliens!" "[Sec. Mullin] will probably see it this week or next week. I'm all for it. Worksite enforcement needs to happen. We need to send a MESSAGE." One thing that the midterms CAN'T change is whether or not ICE is aggressively deporting thousands daily! We need the companies who hire illegals to face massive scrutiny, JUST like the ones who game the H1B system Cheap illegal labor is a MASSIVE issue alongside so-called "legal" labor gamed by big companies. EXECUTE THE PLAN ASAP! The American people support this. — Eric Daugherty (@EricLDaugh) October 17, 2026
